The Senate met at 11 a.m.
(Senator Tomblin, Mr. President, in the Chair.)

Prayer was offered by the Reverend David Jasper, Senior Pastor, Morris Memorial United Methodist Church, Charleston, West Virginia.
Pending the reading of the Journal of Monday, January 18, 2010,
On motion of Senator Prezioso, the Journal was approved and the further reading thereof dispensed with.
The Senate proceeded to the second order of business and the introduction of guests.
The Senate then proceeded to the sixth order of business.
On motions for leave, severally made, the following bill was introduced, read by its title, and referred to the appropriate committee:
By Senators Snyder, Browning, Foster, Laird, Minard, Oliverio, Kessler, Palumbo, Barnes, Deem, Unger, Stollings, McCabe, Plymale and Wells:
Senate Bill No. 232--A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto two new sections, designated §11A-3-5a and §11A-3-5b; and to amend and reenact §11A- 3-6, §11A-3-8, §11A-3-9, §11A-3-11, §11A-3-14, §11A-3-15, §11A-3- 16, §11A-3-18, §11A-3-19, §11A-3-20, §11A-3-21, §11A-3-22, §11A-3- 23, §11A-3-24, §11A-3-25, §11A-3-26, §11A-3-27, §11A-3-28, §11A-3- 30, §11A-3-31 and §11A-3-32 of said code, all relating to delinquent land sales by the sheriff; authorizing the State Auditor to perform certain duties for delinquent land sales by sheriff instead of the clerk of the county commission; raising fees; providing effective date; and allowing counties to retain duties for delinquent land sales by sheriff.
Referred to the Committee on Government Organization; and then to the Committee on Finance.
The Senate proceeded to the seventh order of business.

Senate Concurrent Resolution No. 2,
Requesting Division of Highways name portion of Route 16 in Fayette County "Robert K. 'Bob' Holliday Highway".
On unfinished business, coming up in regular order, was reported by the Clerk and referred to the Committee on Transportation and Infrastructure.
Senate Concurrent Resolution No. 3, Requesting Division of Highways name bridge in Fayette County "Eugene Mitchell Skaggs Memorial Bridge".
On unfinished business, coming up in regular order, was reported by the Clerk and referred to the Committee on Transportation and Infrastructure.
The Senate proceeded to the eleventh order of business and the introduction of guests.
The Senate then proceeded to the twelfth order of business.
Remarks were made by Senators Stollings and Chafin.
Thereafter, at the request of Senator Fanning, and by unanimous consent, the remarks by Senator Chafin were ordered printed in the Appendix to the Journal.
Pending announcement of meetings of standing committees of the Senate, including majority and minority caucuses,
On motion of Senator Chafin, the Senate adjourned until tomorrow, Wednesday, January 20, 2010, at 11 a.m.
